Panther Claw was an elite criminal organization led by Sister Jill the prototype of Honey Kisaragi. They planned to destroy Japan via nuclear explosives and eventually take over the world for themselves. Most of their members show leopard-like features such as spots on certain parts of the body and pointed ears.
